In 1945, Lucky "7" Comics had a hero called the Congo Raider and I'm thinking he was a) by one of the creators of the Red Panther or b) an actual Red Panther story that was tweaked. His costume was notably similar to one that the Red Panther wore only with some color changes, in b/w the two would be identical.

You could be right. He's not listed in standard references on '40s superheroes, and the only picture Google could find was one of those "micro-heroes", where various costumes are draped over the same simple drawing of a generic figure. The caption even said he looked like a re-colored version of a leftover Red Panther story.
Besides, how many guys do you suppose were running around the African jungle, wearing superhero suits? Even in comic books?
